Student's suicide note indicates one ‘Borali sir’ harassed him
ITANAGAR, June 07: Guwahati Arunachal Students' Union (GASU) has informed that it had recovered a suicide note left by Tashi Phuntso, who was found hanging in his room at City Cozy Boys Hostel, Guwahati on May 31.
In his suicide note, Tashi accused one ‘Borali Sir’ and the “new manager’ of harassing him. However, the genuineness of the suicide note is yet to be judged or ascertained.
Tashi, son of Pema Wangdi of Sangti village of Dirang, West Kameng district, was a student of Central Institute of Plastic Engineering and Technology (CIPET), Guwahati.
Tashi’s post mortem was conducted at Guwahati Medical College and Hospital (GMCH) but the report is yet to be declared, informed GASU.
A case of unnatural death has been registered by Geeta Nagar Police, Guwahati.
Meanwhile, GASU urged the Arunachal Pradesh Government to take up Tashi’s unnatural death case with its Assam counterpart immediately and conduct a thorough inquiry to unearth the truth behind his death and person(s) responsible.

31 vehicles impounded
ITANAGAR, June 07: City Police along with ADM (Capital Complex) and DTO in a joint drive today impounded 31 vehicles for violation of specific city traffic rules and sections of MV Act.
City Police so far have imposed fine on 1331 traffic rule violators since last three months and realized Rs. 2,27,920 as fine from them, informed Capital SP Seju P Kuruvilla.
The SP suggested vehicle owners to get their vehicles registered, fix proper number plates, obey traffic rules to avoid heavy fine and impounding of their vehicles.

CCLAPF team meets ADM on land occupation and allotment imbroglio
ITANAGAR, June 07: A team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) led by its Chairman Takam Dari Sojik called on the Capital Complex Chief Estate Officer (CEO) cum ADM Talo Potom yesterday and held a marathon discussion on the present land occupation and allotment imbroglio of the Capital Complex.
According to a CCLAPF release, the team expressed its displeasure over the manner in which the structure of one Nani Yaja of E Sector Naharlagun was demolished last month.
The visiting team reminded the CEO cum ADM that due to persistent persuasion jointly by CCLAPF and All Arunachal Pradesh Students’ Union (AAPSU), the state government had earlier constituted a high level committee to look into the issue.
The committee during its meeting dated 13/02/2014 had passed a resolution to immediately halt the ongoing unauthorized constructions and eviction processes until the committee submits its report to the government.

Rijiju appeals to NE militants to join mainstream
GUWAHATI, June 07: Union Minister of state for Home Affairs Kiren Rijiju today appealed to militants in the North East to eschew violence and join the mainstream.
Rijiju, who arrived here following the killing of Hamrem SP Nanda Goswami and his personal security officer (PSO) during an encounter with Karbi Peoples' Liberation Tiger militants, reviewed law and order situation in Assam in a closed door meeting with Chief Minister Tarun Gogoi today.
"Don't kill your own brothers and sisters. Come to mainstream. You are doing a great disservice to your own people," Rijiju urged the militants through the media which was waiting outside the venue of the meeting.
Rijiju said if there is trouble in Assam the rest of the North East also suffer.
"You should trust us as Prime Minister Narendra Modi wants a developed North East and on hearing the news of the incident, Home Minister Rajnath Singh immediately directed me to rush to the state to take stock of the situation in Assam," he said.
"The fact that I, who hail from the region, have been appointed as Union Minister of state for Home Affairs signifies that the Government of India has full faith in the people of North East," he said.
Rijiju reviewed the law and order situation with the Chief Minister in a closed door meeting which was attended among others by state Chief Secretary Jitesh Khosla and Director General of Police Khagen Sarmah.
Rijiju and Gogoi also paid homage to Goswami and his PSO Ratul Nunisa at the 4th Assam Police Battalion here.
Rijiju said he would visit each Northeast state for the first hand assessment of the law and order scenario, at least once in three or four months.

Addressing the mammoth gathering of women folk from all walks of life, NCW Chairperson Mamta Sharma called for a change in the mindset of the society and for proper implementation of laws with strong monitoring mechanism in place.
She exhorted the women to be brave, come forward and report any crime or violence against them. Until you report, no actions can be taken against the offenders. This will encourage them and the crime rate against women will increase rather than decrease. Police also needs to be sensitized on matters where women as victims are to be questioned, she added.
She expressed joy that evil practices like dowry, child infanticide is very less in Arunachal, however she expressed concern over prevalence of child marriage, domestic violence and other negative social systems. NGOs working in these areas should be encouraged she added.
Also attending the program, the newly elected MLA, Er. Tage Taki said that women are empowered with the unique blend of strong will and softness. While exhorting the women to shoulder responsibility in the society, he said “As mothers you are the first teacher, so imparting right values right from the childhood can produce responsible citizen.” He also urged them to disseminate what they have learnt from this session to their friends.

ANSU hell bent on its demand, to launch movement

The whole issue, since it began, has taken many twists and turns. After the issue was raised by ANSU, Department of Social Welfare, the nodal department, and PWD Sangram, the executing agency of the project, have come up with their version of clarifications. The Social welfare department had said the project was placed under the disposal of PWD Central Zone to which PWD Sangram claimed that project works were implemented through the local contractors of the respective village where the schools are located.
Addressing media persons at Press Club here this afternoon, ANSU President Byabang Joram while informing that the ANSU team led by him made an extensive tour of Palin area to verify the execution of the project in question recently, nullified the executing agency, PWD Sangram Division’s claim published on June 2 edition that out of 10 hostels, five is complete.
He said, “Various reports have been submitted that the project is not complete, yet in the papers it has been mentioned that the work is complete and funds have been withdrawn.”
“Corruption will not be tolerated. We will spare no one and will punish even our kiths and kins if they are involved,” Joram exclaimed adding, “had it (schemes involving education sector) been judiciously utilized, Kurung Kumey district would have done so much in education sector.”
The president further informed that they will continue with their democratic movement, 24 hours Capital Bandh of which the date will be detailed later, if the government still continues with its inaction.
ANSU general secretary Nyanya Gollo, while reiterating that ANSU had submitted a complaint letter to the chief secretary on April 30 last demanding termination of all the officials involved in the malpractice of the project, expressed disappointment that the government is yet to act on the issue.
“We want to ensure that no such malpractice is ever repeated in all the Nyishi inhabited areas,” he said.
“The whole thing has been executed in such precise manner. It has been preplanned with the government machineries to misuse the public money,” Nyanya alleged.

5th North East NSS Festival concludes
Taloh assures to help strengthen NSS in state
ITANAGAR, June 07: Education Minister Tapang Talho has assured to extend all possible help from his side for further strengthening the NSS organization in Arunachal Pradesh.
Addressing the valedictory function of the 5th North East NSS Festival at NERIST today, Taloh opined that such gathering will definitely go a long way in bringing unity and integrity among the people of North East. He also highlighted the importance of of education in shaping the future of the youths in particular and the nation in general. He prayed to Almighty Donyi Polo for safe return of all the participating NSS volunteers and officers from eight NE states.
Secretary (Tourism) Dr. Joram Beda stated in his speech that the people of North East should be proud for their rich culture and tradition and exhorted them to carry on them for identity. He stated that the youths of today should not only focus on their goal but also keep an eye on what is happening around the globe.

We enjoy the beauty of a flower for the pattern in which its petals and colours are organized. This is by virtue of nature and as civilization progressed, man has the tendency to be more organized. There is beauty in everything that is well organized and any system that is organized is more efficient. An organized system is a result of planning. “Fail to plan, plan to fail” this wisdom by one of the greatest statesman, Lord Winston Churchill has a ring of truth.
Having said these, when I take a look in our own backyard I find there is no planning of any sort yet.

Dr. P. Sona,MD (Path), Blood Bank Officer, Arunachal State Hospital as one of the resource person sensitized the participants about voluntary blood donation through a power point presentation. The subject dealt included the importance of voluntary blood donation, who can donate blood, increasing demand of blood in clinical uses and health benefits of blood donations.
Dr. Nabam Budh, Dy. Director(BTS), APSACS also spoke as one of the resource persons and gave an overall scenario of blood transfusion service in the state and India in general.
He observed that blood is the only medicine which cannot be brought from a drug store rather it should come from a voluntary blood donor, i.e., people who are healthy should come forward to donate blood. Therefore, all healthy individuals, civil society members and armed forces establishments should come forward to shoulder this noble venture by conducting regular blood donation. Until then many valuable lives will be lost in want of blood transfusion and this is not a fiction; it is everyday reality which happens in our hospitals beds.
Ramesh Jeke, Chairmain of Vivekananda Yuva Shakti also spoke on the occasion by sharing his experience how it is difficult manage blood for the patient party for transfusion. He narrated that many a time a patients has to die because blood could not be arranged at time. In many of these cases the victims were poor women and their small children belonging from rural areas who are generally helpless. Ramesh Jeke himself being a 25 times blood donor exhorted the present participants to join the movement of blood donation. You loss nothing in fact you get infinite happiness by the feeling that you have saved someone’s life by giving an insignificant amount of blood from your body. He also appealed to the government to support the organizations and the blood banks across the state working for the blood transfusion services as many of the blood banks in our state have no proper infrastructure nor trained manpowers to man the blood bank in a scientific way. Since blood transfusion service is an essential part of the heath care delivery system.

Awareness campaign on drug abuse held
PASIGHAT, June 7: A team of officials from administrative and Police held a consultative cum awareness meeting on drug abuse and its consequence with the PRI members, GBs and villagers at Rani village today.
Addressing the gathering, Allen Pertin SDO (Jud) said people should avoid drugs as it not only brings ill health and but also causes economic drainage. “It will spoil whole generation and give rise to crimes. The habit also traumatizes the family as well as its members. Hence the people, especially the youth should keep away from drug abuse and make their life more productive. All should cultivate positive attitude and become worthy citizens of the society.”
The police team led by Tab Techi DSP (HQ) and Nikom Riba OC Pasighat explained in detail about Narcotic Drugs and Psychotropic Substance Act (NDPS). They said that trafficking of drugs is a serious offence. The government is very serious about it and will deal with them strictly. The drugs users destroy the society and bring more antisocial activities and crimes. Hence, if society is using them, they should correct themselves in time. The police cautioned that in future the peddlers and abuses of drugs will be cracked down strongly.

Rain water inundates Ruksin township, cripples normal life

RUKSIN, June 7: Ruksin township in East Siang district bordering Assam bereft of any drainage or sewerage disposal system is inundated by the rainwater, causing innumerable problems for the local residents.

The water logging problem becomes worst at CHC medical colony after a PWD road linking Ruksin Petrom pump and MMJ road was constructed last winter. The entire colony is remaining submerged in rainwater and causing surface communication problem for the colony dwellers. The roads, courtyards with septic lavatory tanks of medical quarters and barrack are clogged with muddy water, pushing the resident to live in unhygienic/unsanitary condition.
The sufferers alleged that the PWD engineers were not paying attention to the water disposal problem despite repeated pleas. They alleged that the natural drain for rainwater disposal was closed at two portions during construction of the link road, which resulted in water clogging.
“The junior engineer of PWD at Ruksin did not feel it necessary to construct a culvert at portion to drain out the rain water. Now, we are suffering a lot due to imprudent acts of the departmental engineers”, the sufferers rued.
Water clogging at different portions of the small town is a common phenomenon, but the situation is worsening this time. Residents of forest colony, police station with police colony, Tax and Excise office at Border Facilitation Centre, Forest Range Office, PHED Section Office and electrical colony have been suffering from water logging problems for last several years, but the local administration and local elected leaders are quite silent on the issue.
Locals said that the district receives huge amount of fund under different heads every year, but no significant development has been achieved yet in Ruksin area due to ‘mystification’ of the funds. The panchayat leaders reportedly placed schemes under MGNREGA for drain construction at Ruksin town, but the authority has not yet given fund aghast the schemes.

ITANAGAR, June 07: The District Review Meeting of District Health Society (RNTCP)of Papum Pare District was held at Arunachal State Hospital, Naharlagun yesterday under the chairmanship of Deputy Commissioner cum Chairman District Health Society (RNTCP) Ashok Kumar.
Kumar while discussing various issues of RNTCP programme, suggested the DTO Dr.P.D Thongchi to conduct school health awareness programme for school children in coordination with school authorities and asked the DDSE to coordinate in organizing such programmes in schools. He also emphasized on proper identification of patients address and their proper counselling and sensitization.
Secretary Maharaj RK Mission Hospital Itanagar Swami Vishveshananda also expressed that there is need for sensitization of doctors on treatment of TB cases and importance of their regular feedback to DTC.
At the very outset, Dr. P.D. Thongchi, District Tuberculosis Officer through a power point presentation presented an overview of performance and activities of District Tuberculosis Center, Naharlagun. He informed that as a part of sensitization programme DTC conduct literary activities in schools and TB awareness camp in various parts of the District from time to time.
He said as per the data of DTC, Naharlagun, detection rate of TB cases are increasing but few more cases goes unreported due to non report of TB cases detected by the private practitioners in and around capital complex, despite of repeated request most of them are reluctant to report the TB cases.
Further, he informed that most of the cases detected are from floating population from neighbouring state or districts giving wrong address or who entered state as daily wage labourers.
Dr. Thongchi also pointed out specific issues of DTC, Naharlagun like giving wrong address by floating population, high cases detection rate, high initial defaulter rate, increase in number of MDR TB cases and vehicle problems.
Medical Officer TC Dr. Hage Tayo also said that TB patients should not be easily
swayed by whatever other private practitioners are recommending to them instead they
should take DoTs medicines which is available free of cost and is much better than

Poor CBSE results a major cause of concern in East Kameng
SEPPA, June 07: The review meeting on SSA, RMSA, NBA, MDM and IED intervention held at Kameng Hall, Seppa recently. All the BEO, CRC, BRC, principal, Headmaster and progmmer coordinator attended and had detailed discussions on problems and prospect of programme implementation and educational scenario in East Kameng.
Sankoli Taffo, Project coordinator SSA, Jaro Lingfa, District programme coordinator RMSA, J.N. Jha, Coordinator MDM and P N Pandey. APO SBM explained through power point presentation on achievement and measures to mitigate the lacunae for proper implementation on their respective subjects. The coordinator, mid day meal (MDM) suggested that it would have been better if the food grains for MDM of Sejossa area were allowed to draw their quota from Balukphong rather than Seppa which is too far away.
Jaro Lingfa, District Programme coordinator, RMSA informed that Pipu Block has the lowest literacy rate with lowest female literacy where concentration of Sullung( Puroik) population is higher than other seven blocks.

Sadly, the CBSE results in East Kameng as very poor in terms of marks scored barring some private schools like Eklavya model school Bana having all odds unlike Govt. Schools. It is to mentioned that only one student of all the Govt. schools in East Kameng scored A1 and negligible numbers of student able to make it to B1 and B2 and rest under C category. The time has came for the educational functionaries of East Kameng to retrospect and work out modalities where the problem lies and put the things on right track before it is too late for the future of the students.
Sandeep Kumar Singh, DC while expressing displeased over the poor results lambasted on the teachers saying that we have forget to work for what we have been paying salaries by the Govt. and asked how many of you have admitted your children in Govt. School. You have to pay attention and take care of mauling the life of students from poor family through proper education as education is only the solutions of all the problems, he added. He cautioned the teachers to carry out proper class room knowledge transactions failing which the strict action shall be taken against the erring teachers. He suggested for timely monitoring of school by BRC/CRC, regular meetings, proper motivation to students, carrier counselling and evolutions literacy competition and science exhibitions in school to imbibe scientific temperament etc. He directed the coordinators for proper implementation of the scheme and work as much possibly as one can to give maximum benefits to the student whom it meant for under the various intervention. He was optimistic to see necessary cooperation and commitment from the teaching community in the times to come which will definitely go along way for improvement of the performance of the students and producing quality students.
